Regulations on the Student Status of Undergraduates


In order to maintain normal education and teaching order, and raise the cultivation quality of foreign undergraduate students (“international Students”), the Regulations have been formulated in accordance with the Regulations on Management of Students in Regular Institutions of Higher Education and the Measures for the Administration on the Admission and Training of International Students in Schools, and in combination with the actual situations of the University.

Chapter 1 Admission and Registration of International Students

Article 1The International Students admitted to the University according to the enrollment regulations shall handle the admission formalities with the Overseas Education College within the period regulated by the University by holding the University's Letter of Admission, personal passport, visa for study in China, etc. Where any International Students cannot handle admission formalities on schedule, they shall ask for leave of generally no more than two weeks in writing from the Overseas Education College. If not asking for leave, or taking an over-long leave, the International Students shall be deemed to waive up the admission qualification except for proper reasons such as force majeure, etc.

Article 2Foreign Students shall accept the University's examination on their admission qualification when they are admitted, and shall handle the admission formalities after passing the examination. If International Students' certification materials such as Letter of Admission and application information, etc. are discovered incompliant with the actual situations or have other circumstances violating national regulations during the examination, the International Students will be deprived of the admission qualification, and if the circumstances are serious, they will be transferred to relevant department for investigation and treatment.

Article 3International Students shall pay relevant expenses such as tuition, etc. according to regulations when they are admitted.

Article 4The University executes full-member insurance system for International Students. International Students must procure insurance according to regulations when they are admitted. Where International Students fail to procure insurances according to regulations, they shall procure insurances within a limited period; otherwise, they shall not be admitted to the University; and those who have already studied in the University shall drop out or not be registered.

Article 5International Students shall accept physical examination according to regulations after being admitted to the University, and only International Students passing physical examination may be registered.

If International Students do not meet the health standard for admission, their admission qualification may be retained for one year upon their personal application, with the examination based consent of their professional college and the Overseas Education College, as well as the approval of the Department of Teaching Affairs. They shall solely assume all the expenses incurred during the period of their medical treatment.

International Students do not have a student status during the retained year, and all their behaviors during this period shall be unrelated to the University. The International Students with admission qualification retained shall file a written application to the University with a health certificate provided by a hospital before the end of June of the next year. After passing the physical examination at the institution specified by the University, the International Students may restart the admission formalities again. If the International Students with Admission Qualification retained fail to pass physical examination or handle admission formalities overdue, they shall be deprived of the admission rights.

Chapter 2 School System Setting and Registration

Article 6The University's standard school system for undergraduate programs lasts 4 years (the standard school system for architecture and urban-rural planning lasts 5 years). International Students shall complete their study tasks within the regulated period, which cannot be extended. If some International Students fail to complete their study tasks on schedule actually for non-subjective reasons, their study time may be appropriately extended upon their personal application, with the consent of their college and the Overseas Education College, as well as the Department of Teaching Affairs. However, the longest period of schooling (including suspension and retention) shall not exceed 6 years for undergraduate programs with 4-year standard school system, and shall not be more than 7 years for undergraduate programs with 5-year standard school system. Within the extended period of schooling, International Students shall pay expenses like tuition, etc. according to regulations, and shall not enjoy scholarship treatment in principle.

Article 7The University implements the electronic registration management system for International Students. At the beginning of semester, International Students shall handle registration formalities at their own colleges in accordance with the regulations of the University. If failing to handle registration on schedule, they shall handle the formalities for suspending registration in writing. If not meeting registration conditions, like failing to pay tuition fees or registration in time, etc. according to regulations, International Students cannot be registered. Those who fail to handle the registration two weeks after the deadline shall be deemed as dropout of school automatically. International Students shall ensure that their registration information is accurate.

Chapter 3 Assessment and Achievement Record

Article 8International Students shall choose courses according to regulations, and participate in the study and assessment of the courses selected and various education and teaching sections (hereinafter jointly referred to as the Courses). Their assessment results will be recorded in the report card, and classified into their archives.

The course assessment is divided into examination and quiz. Course grades are assessed comprehensively according to regular grades (including attendance, stage examinations, midterm assessment, discussion in class, assignments, papers, etc.) and final assessment results. Those who fail to pass course assessment may accept make-up examination or study corresponding courses again according to the regulations of the University. If applying for studying the courses again, International Students shall pay the expenses for study again.

Article 9The University has established a system for management of International Students, academic achievements and student status archives, and will record and provide students' authentic academic achievements completely, and mark the achievements obtained through make-up examination and restudy.

Article 10The International Students who cannot participate in course assessment for some reasons shall handle the suspension formalities with their own colleges. The International Students who have entered the examination room and fallen under various circumstances temporarily shall not handle the formalities for suspension of examination. The International Students who fail to handle the formalities for suspending the examination, do not participate in the test before obtaining approval on the application for suspension, or are late for the examination by more than 15 minutes shall be deemed as absent with "0" score for corresponding course, be marked as "absent from examination", and be deprived of the qualification for make-up examination.

Article 11If International Students severely violate disciplines or cheat in an examination, their assessment result of corresponding course shall be invalid, and they shall not participate in the make-up examination.

Chapter 4 Academic Warning and Drop-out

Article 12The University executes academic warning system. It will count Foreign Students' accumulative Grade Point Average (GPA) of compulsory courses after their admission to the University. The Foreign students whose accumulative GPA is less than 1.30 will receive a graduation warning. International Students shall obtain credit points of 9-28 for the courses studied in each semester, and will obtain a graduation warning if their credit points are less than 9; if their accumulative credit points of the courses selected are more than 28, International Students shall file an application when selecting the courses, and obtain the approval of the professional colleges before studying relevant courses.

The shortlist of International Students having received graduation warning will be brought forward by their colleges, examined by the Overseas Education College, and reported for check and determination to the Department of Teaching Affairs. Each college shall issue the Notification of Academic Warning to International Students.

Article 13International Students falling under one of the following circumstances may be required to drop out:

(1) International Students have received graduation warning twice accumulatively within the study period of standard school system, and their accumulative GPA is less than 1.00, or International Students study in the University for an additional study period, and their average GPA within the semester after the regulated period is less than 1.50;

(2) International Students do not handle registration after the period set by the University, but meanwhile do not handle the formalities for suspending registration;

(3) Foreign Students do not file an application for going back to school within the period set by the University upon the expiration of the period for suspension, retaining student status or retaining admission qualification, or their application for going back to school does not pass the re-examination;

(4) International Students do not complete their studies within the period set by the University;

(5) International Students suffer from mental diseases or other diseases and accidental disability and cannot continue the study in the University, as diagnosed by the hospital specified by the University;

(6) International Students do not participate in the teaching activities regulated by the University within 2 consecutive weeks without approval;

(7) International Students apply for drop-out personally.

If Foreign Students are required to drop out, the request shall be brought forward by the Foreign Students' colleges, checked by the Overseas Education College, examined by the Department of Teaching Affairs, determined after research by the President's Working Conference or a Special Conference authorized by the President, and reported for filing to the Department of Education.

Article 14The written decision on drop-out shall be served by the Foreign Students' college to the Foreign Students within 5 working days after the publication of the written decision. The Foreign Students required to drop out shall handle the formalities for leaving school within 10 days after receiving the written decision on drop-out, and solely assume all expenses.

Chapter 5 Changing Specialty

Article 15If International Students are interested and specialized in other specialties during period of schooling, they may apply to their professional colleges for changing the specialty. After obtaining the University's approval, they may be transferred to a new specialty.

Article 16International Students applying for specialty transfer under one of the following circumstances will not be approved by the University, unless under other special circumstances:

(1) International Students fail to handle registration for admission or fail to obtain student status or being admitted to the University less than one semester;

(2) International Students are admitted to school-school cooperation and top-up specialties;

(3) International Students have filed an application for graduation, or are within one year before expiration of schooling;

(4) International Students are in the period of suspension, retaining student status or retaining admission qualification;

(5) International Students are clearly defined unavailable to change specialty when they are admitted;

(6) International Students are under other circumstances which are unfair, unjust and non-open.

Article 17After changing the specialty, Foreign Students will graduate and accept academic degree audit according to the training plan of the new specialty. Foreign Students shall restudy the courses as considered necessary by the transfer-accepting college, and pay corresponding tuition fee according to regulations. If Foreign Students have studied some courses of the new specialty, and obtained credit points equal to or higher than those required for the new specialty, original courses may replace new courses, or Foreign Students will need to restudy the new courses or partial course contents, and credit points of the original courses could only be included in the credit points of selected courses.

Chapter 6 Suspension and Retention of Student Status

Article 18International Students falling under one of the following circumstances shall handle the suspension formalities:

(1) International Students fall ill and are diagnosed by specified hospitals necessary to suspend from school for more than 6 weeks of rest and recuperation;

(2) International Students ask for leaves for more than 6 weeks accumulatively in one semester.

International Students' suspension shall be generally limited to one year, and could only handle suspension for once during the period of schooling in principle.

Article 19Foreign Students who will suspend from school shall fill out the form of application and attach relevant certification materials (if suspending from school for diseases, Foreign Students shall obtain the opinions signed by the University Hospital). After the application is approved by the Foreign Students' colleges and the Overseas Education College, it shall be submitted for approval to the Department of Teaching Affairs. Within 10 days after the University issues a document, the Foreign Students shall handle the formalities for leaving school and solely assume all expenses.

Article 20During the suspension of International Students, the University will reserve their student status, but the International Students shall not enjoy the treatment of on-campus students, and shall solely assume all expenses.

Article 21Within the last month of the semester before the expiration of their suspension, Foreign Students shall file an application to their colleges for going back to school. After their application is examined by their colleges and the Overseas Education College and approved by the Department of Teaching Affairs, the International Students may go back to school. When applying for going back to school after suspension for sickness, Foreign Students shall provide a diagnosis certificate of health recovery sourced from a hospital of grade two and class A or above according to the University's regulations, and obtain the examination-based approval of the University Hospital.

Chapter 7 Graduation Examination and Certificate Management

Article 22Foreign Students shall file an application for graduation before the 8th week of the first semester of the academic year before graduation. Their application shall be examined and approved by their professional colleges, and then, the Department of Teaching Affairs will carry out graduation examination. After passing examination, International Students will be arranged to start the sections of graduation design, etc.

Article 23The Foreign Students who have finished studying the contents regulated in the education and teaching plan with acceptable results within the period of schooling and meet the University's graduation requirements will be allowed to graduate and their colleges will issue Graduation Certificate to the International Students before they leave the University.

Article 24The International Students simultaneously meeting the following conditions may apply for bachelor's degree:

(1) Having obtained the qualification for graduation from undergraduate courses;

(2) Meeting the regulations of China and the University on the awarding of bachelor's degree.

Article 25The International Students who have finished studying the contents regulated in the education and teaching plan within the period of schooling, but fail to meet the University's graduation requirements will be allowed to wind up their studies, and issued a Certificate of Completion.

The International Students with non-cancelled punishments of graduation grade will be allowed to wind up their studies. From after rescission of punishment to before expiration of the longest period of schooling, if Foreign Students meet graduation conditions and file an application for Graduation Certificate, and the application is examined by the Department of Teaching Affairs and approved by the president in charge, they may obtain the Graduation Certificate.

The time of graduation and the time in Graduation Certificate shall be filled out according to the date of certificate issuance.

Article 26The University implements the national electronic registration management system for the academic degree and diploma certificates of higher education. The University will fill out and issue academic degree certificate and other academic certificates according to students' effective status information. The electronic registration time of certificates will be filled out according to relevant regulations on electronic registration of certificates of the Ministry of Education

If any students obtain admission qualification or student status by violating China's regulations on student enrollment, or provide false information of academic certificate, then once being discovered and verified, they will be deprived of student status and not be issued the academic certificate. If any students obtain academic certificate through academic misconducts or by other unjust means like cheating, piracy, and plagiarism, etc., then once being discovered and verified, they will be cancelled the academic certificate already issued to them according to law, and reported to the superior education management department for filing.

Article 27If graduation certificate or certificate of completion is lost or damaged, International Students may file an application and submit relevant certification materials. After checking and verifying the application, the University may provide corresponding certification document, which shall have the same legal force as the original certificate.

Chapter 8 Supplementary Provisions

Article 28The Regulations shall be executed since the date of issuance.
