Management Methods on Leave& Reporting Back


In order to maintain the normal teaching order and management of the university, and help international students from foreign countries (hereinafter referred to asinternational students) develop good habits in abiding by rules and regulations, these methods are formulated in accordance toManagement Rules on Students in Institutions of Higher Educationby Ministry of Education andManagement Methods on Admission and Cultivation of International Students by Educational Institutions.

Article 1International students shall take part in the activities stipulated in the educational and teaching plan of the university, and shall not leave the university without permission. During summer and winter holidays, international students shall leave the university and return on time.

Article 2Any international students who, due to illness or other legitimate reasons, are unable to participate in learning activities (such as classes attending, internships, assembly organized by the university, etc.) , leave the university or cannot return to the dormitory in the night time, must handle written leave procedures in advance. If an international student asks for leave because of illness, a certificate issued by university hospital should be showed if he/she is inside the university, or a certificate issued by a hospital above second class and Grade A shall be showed if he/she is on leave.

Article 3Foreign Studentsattendance shall be checked every day by special personnel assigned by each class. Student advisors should strengthen guidance and supervision of inspection.

Article 4Foreign Students must submit written application for leave in person, fill out formal leave slip indicating reasons for leave, the number of days off, the specific time of leaving and returning to university, effective contact information, with evidential materials attached (hospital certificate must be submitted for sick leave). Leave slips shall be signed and approved by student advisors first, and then reported for approval by the relevant leaders at all levels according to their authority for leave approval. An approved leave slip shall be in duplicate, and be kept respectively by student advisors and Foreign Students themselves. If leave expires, Foreign Students should report back in time and let student advisors confirm it (certifying return time).

Article 5Limits of authority on leave: if leave period is within 3 days (including 3 days), it needs to be approved by advisors; if leave period is more than 3 days and no more than 7 days (including 7 days), it needs to be approved by Deputy Dean in charge of international student work of Overseas Education College; if leave period is more than 7 days and no more than 15 days (including 15 days), it needs to be approved by Dean of the faculty where the international student studies in and Deputy Dean in charge of international student work of Overseas Education College; if leave period is more than 15 days and no more than 30 days (including 30 days), it needs to be approved by Dean of the faculty where the international student studies in and Dean of Overseas Education College and reported to Teaching Affairs Department and put on records; if leave period is more than 30 days, an opinion needs to be signed by Dean of the faculty where the international student studies in and Dean of Overseas Education College, and then reported to Teaching Affairs Department for approval. Any leave that is not approved according to limits of authority shall be deemed invalid.

Article 6If any students need to ask for a leave during internship, curriculum design and other education rounds, when handling above procedures, the written approval by profession advisors and teaching director of the faculty where the international student studies shall be obtained in advance. If any postgraduates ask for leave, written approval from tutor shall be obtained in advance.

Article 7After winter and summer vacations or during the period of leave, the international students who cannot return to the university on time for any reasons need to contact their advisors or personnel in charge of international student work of the school in advance by telephone or other effective ways,inform them of leaving reasons and returning time, so as to obtain renewal leave approval, otherwise they will be treated as truants.

Article 8When the allowed period of a leave ends, reporting back procedures shall be handled in time. If renewal of leave is needed due to special circumstances, leave renewal procedures shall be handled in writing or by telephone or through other effective ways.

Article 9No leave can be asked for period of course examinations. If exams cant be taken due to special reasons, applications for leave and deferred examination shall be submitted before the examination, and reported to the Department of Academic Affairs for approval after consent of respective faculty the international student studies in and Overseas Education College; arbitrary missing examination without approval shall be regarded as abandoning the examinations.

Article 10Strict enforcement of attendance checking & leave and reporting back system

1. International students should participate on time in all activities organized by respective faculty in accordance with the teaching plan. The methods of class attendance checking, teacher roll call and school inspection should be combined for class attendance checking of international students, and monitors of each class should report the class roll-call and the condition happening in class to their tutor in time.

2. Leave and reporting back system must be strictly enforced for leave and reporting back by international students. For the international students who fail to perform the leave and reporting back system, and stay out all night shall be treated promptly according to the relevant provisions on student status management and international student management, which shall be informed to the whole university.

3. Those with one of the following situations shall be dealt with as truant, and opinion on treatment shall be rendered according to the relevant provisions in Article 25 ofRules on Disciplinary Sanction for Overseas Students of Nanjing Tech University:

(1) Leaving the university without handling procedures;

(2) Failing to handle leave-asking procedures according to the leave-asking system;

(3) Leaving arbitrarily the university without permission;

(4) Failing to report back when leave expires;

(5) Leaving the university arbitrarily when leave expires without approval of leave application extension;

(6)Failing to participate in learning activities after asking for sick leave but without hospital certificate

(7) Leaving the university arbitrarily and entrusting others to ask for leave on behalf of him/her;

(8) Asking for leave afterwards (except that the student has called tutor and acquired the approval in advance for special situations;

(9) The reasons provided for leave are not in conformity with the fact.

Article 11The methods are applicable to international students of all grades and all types in our university.

Article 12The methods shall be implemented as of the date of issuance.
