1.To further standardize the degree awarding of foreign graduate students studying in China (hereinafter referred to as ''foreign graduate students'') and improve the quality of awarding doctoral and master's degrees to foreign students, in combination with the actual situation of the University, these Detailed Measures are hereby formulated under the spirit of the Regulations of the People's Republic of China on Academic Degrees, Interim Measures for the Implementation of the Regulations of the People's Republic of China on Academic Degrees, Trial Measures for Granting Chinese Academic Degrees to Foreign Students by Ordinary Universities, and Measures for the Administration of Recruiting and Training International Students in Nanjing Tech University and other documents.
2.Foreign graduate students must abide by Chinese laws and regulations and the rules and regulations of the University, follow the relevant regulations of the school's degree and postgraduate education, and abide by the academic ethics.
3.Foreign doctoral students can only apply for a doctor's degree after completing the study and examination of the courses and other links stipulated in the training scheme, reaching the corresponding Chinese level, passing the defense of their dissertations, and meeting the requirements for scientific research results of applying for a doctor's degree for foreign students in their disciplines. Basic requirements for the academic level of degree applicants, requirements for courses and other learning links, basic requirements for doctoral dissertations, the application and examination of the doctoral dissertation defense, the evaluation of doctoral dissertations, the composition and responsibilities of the doctoral dissertations defense committee, the defense of doctoral dissertations, the evaluation of doctoral degrees, etc., shall be subject to the relevant provisions of the Rules of Nanjing Tech University on Doctoral Dissertation Defense, Evaluation and Degree Application and the Doctoral Postgraduate Training Program of Nanjing Tech University.
4.Foreign postgraduate students can only apply for a master's degree after completing the study and examination of the courses and other links stipulated in the training scheme, reaching the corresponding Chinese level, passing the defense of their dissertations, and meeting the requirements for scientific research results of applying for a master's degree for foreign students in their disciplines. Basic requirements for the academic level of degree applicants, requirements for courses and other learning links, basic requirements for master's dissertations, the application and examination of dissertation defense for master degree, the evaluation of master dissertations, the composition and responsibilities of the Master dissertation defense committee, the defense of master dissertations, the evaluation of master's degrees, etc., shall be subject to the relevant provisions of the Rules on Master Dissertation Defense, Evaluation and Degree Application and the Postgraduate Student Training Program of Nanjing Tech University.
5.If the dissertation defense fails, a second chance may be possible provided that the dissertation defense committee agrees. Applicants for master's degree can revise their dissertations and re-defend within one year, and applicants for doctoral degrees can revise their dissertations and re-defend within two years.
6.The proposal and midterm examination of dissertations of foreign graduate students are conducted simultaneously as those of domestic graduate students and are subject to the same requirements as those of domestic graduate students.
7.Dissertations written by foreign graduate students shall go through for similarity detection of dissertations, subject to the same requirements as those of domestic graduate students. For details of requirements and standards, please refer to the Implementation Measures for Testing Academic Misconduct in Postgraduate Dissertations of Nanjing Tech University.
8.Foreign graduate students can write and defend their dissertations in Chinese or English. The abstract of the dissertations must be submitted in both Chinese and English. The Regulations on the Format of Graduate Dissertation of Nanjing Tech University can provide a reference for the format of dissertations, which can also otherwise formulated by the discipline according to the academic standards of the discipline.
9.In principle, the requirements for scientific research results for foreign graduate students to apply for doctor's and master's degrees should be consistent with those for domestic graduate students of the same level and type. The specific rules shall be formulated by degree evaluation sub-committees according to the actual situation of the discipline and submitted to the Graduate School for examination and filing.
10.Foreign Graduate Students need to reach the corresponding Chinese level when applying for a doctor's or master's degree. Foreign students given lessons in English need to reach the HSK Level III of the Chinese Language Proficiency Scales for Speakers of Other Languages, while those given lessons in Chinese need to reach the HSK Level V of the same test.
11.During the period from admission to degree application, a foreign graduate student will not be awarded a degree if he/she: (i) Violate Chinese laws and regulations and is subject to criminal punishment; (ii) Has been imposed on punishment above demerit, which has not been relieved; (iii) Has been verified to have conducted academic plagiarism and academic fraud; (iv) Has been determined by the Academic Degree Evaluation Committee of the University not to be awarded a degree.
12.Doctor's and Master's degree certificates issued by the University to foreign graduate students studying in China shall be provided by the Graduate School with the original version printed in Chinese and the counterpart of its English translation, and both versions shall have the same effect. The degree-granting information shall be uniformly reported by the Graduate School to the leadership.
13.These Measures shall be implemented as of the date of promulgation and shall be interpreted by the Graduate School upon authorization by the University.
